IN PURSUIT OF THE ROGUE PRIEST

Those who may have found themselves wondering why I haven’t quite been myself for the past 18 months should know that I have been stalked by a shady conman named Shay Cullen, a sick and twisted narcissist who craves attention as much as money and – though he calls himself a priest – is as close as I have ever come to the personification of pure evil. He also appears to be untouchable since his extortion schemes and donation scams have made him wealthy enough to buy a large swath of the population – at least in his squalid little corner of the Philippines, where clerical clothing and Preda Foundation serve as cover for his crimes.

Although Cullen’s attempts to make a lot of money by framing me have been strictly local, the World Wide Web is making them global. And because the barrage of scam cases he has filed against me and my former girlfriend are going nowhere since, even in the Philippines, the courts require probable cause and factual evidence and you can’t just make stuff up, he has launched a frantic character assassination campaign against me aided by wanted extortionist Daniel Macylmore. Known as Mackevili on the dark web and variously as Danny Mackaploo, Mack Evili and Danny Mack on Facebook, Macylmore is an American internet troll who operates a sham forum anonymously registered in London called Cambodia Expats Online that is secured by Cloudflare, the network provider of choice among terrorists and hate groups. 

‘Hear ye, hear ye! The wheels of justice are turning!’ the priest proclaimed last May from his Facebook pulpit, prompting some observers to wonder what he had been smoking, and signaling to the troll that it was time to go to work – which he did, replacing that somewhat archaic headline with the more titillating ‘Western Sex Trafficker (JOHN ROFHEART) Escapes from Philippines’ and sending it out across the web. Not to be outdone by a barely literate leprechaun, Cullen has since upped his game with the more theatrical ‘WANTED BY LAW’.

donors in August that “it’s a case that has caught much media attention,” his own melodramatic posts on the Preda Foundation, Inc. Facebook page, and the replays by dutiful troll Danny Mackaploo at Cambodia Expats Onlineare the sum total of coverage his little charade has garnered – an indication of the
indifference of the press to yet another Cullen
con job and refocus on the con man himself.

It should be clear by now that I am dealing with an annoying pair of psychopaths here – the aged conman who has dedicated his entire life to destroying his targets in a frantic quest to get his clueless base to click on one of the two DONATE buttons on the Preda website, and the loner with multiple identities and some SEO skills who is neither in Cambodia nor an expat and is beginning to run out of countries to hide in.

to broadcast his exploits, and his incessant
libelous attacks on me, that have made it
necessary to tell my side of the story. 

I have chronicled the whole sordid drama and will hopefully get a book-and-movie deal once the mad missionary is safely tucked away in an asylum somewhere. It’s a Kafkaesque tale of power, money and corruption that reveals how a series of random events can forever alter the course of one’s life, and one man’s struggle to break free from another’s obsession in a post-truth world. This is the first of a four-part post, after which I will send it all out over the wires – so get ready for even more weapons-grade information warfare from the priest and his BFF as what was intended to be a quick-and-easy scam has been met with considerable resistance while the beleaguered grifter mutates into a rabid pit bull – as he did when this video was first released describing the harrowing ordeal of five Preda inmates who chose to run rather than lie for them in court.


No, he’s not afraid of the virus – he IS the virus.




The only thing that’s mildly scary is the possibility that our ‘man of the cloth’ could summon a couple of his IRA buddies to do what his paid prosecutors, police and posters couldn’t, as he did on one occasion in the Philippines – but apparently they shot the wrong man there, so that’s encouraging.

MEET ‘THE GODFATHER’


To cut to the chase: For the past 18 months, I have been the target of an extortion scheme perpetrated by a rogue Columban missionary named 'Father' Shay Cullen, who moved to the Philippines from Ireland in 1969 and has since become one of the most wealthy and powerful criminals in the country, chewing up and spitting out his victims without concern for the damage done.

It is not uncommon for men of a particular persuasion to seek out a position of authority that surrounds them with children – and well known that Ireland is ground zero for child abuse by Catholic priests – but Cullen took it to the next level in 1974 by opening a facility near Subic that he called Preda Foundation that was originally established for drug abuse victims but switched its focus to sex abuse victims when the priest realized that “sex sells” – and the money flowed, along with deportation requests for Cullen and what was known as his “Preda Fund-Raising Show” from every sector of society from barangay captains to police, the NBI and the Justice Department, to the church, the citizens of Olongapo, who signed a petition declaring the priest “Persona Non Grata”, the Christian Laity of Olongapo, the Superior General of the Columban Center in the Philippines, the Knights of Columbus, Knights of Rizal, Daughters of Mary Immaculate, and his own disgusted and maltreated staff.

Managing to avoid prosecution for decades, it wasn’t until August 2000 that an arrest warrant for Cullen was issued by Judge Eliodoro Ubiadas for “having carnal knowledge with a 7-year-old girl against the latter's will and consent and while she was deprived of reason or otherwise unconscious” in the office of Preda Foundation, forcing him to lay low in Manila for six weeks – but the priest is also well-connected and has many local prosecutors, politicians and police on his payroll. Unsurprisingly, it was his contacts in the Catholic Church aided by disgraced president Joseph Estrada who had the rape charges against him dropped shortly before Estrada himself was arrested for plundering the country.

Having devoted the last 20 years to exposing the man who raped his little girl, the distraught father has been subjected to a vicious onslaught of legal actions and hacks in an attempt to silence him.

Cutting his teeth as a young seminarian in the 60s at the notorious ‘Hostel of Horrors’ on Eccles Street in Dublin, Cullen also has several homes for boys in the Philippines that he has been uncharacteristically quiet about, as he has about his own childhood trauma at the hands of the sadistic Christian Brothers.

In impoverished countries like the Philippines, ‘setting up’ foreigners – who are all considered to be rich – is big business. It is a very old story: ‘Give me money or I will tell the police that you slept with so-and-so’. Because it is so easy to file a complaint, and have a warrant issued for someone’s arrest, and because in the Philippine legal system one is guilty until proven innocent, the accused can be picked up and made to sit in jail for years awaiting trial even if he was 1,500 miles away at the time of the alleged offense. Cullen – who according to one Homeland Security officer is not a priest at all but a garden-variety thug and a conman – actually wrote a book about how to exploit the legal system in the Philippines, which the publisher will not sell in the country for fear of lawsuits. 

This hustler however has a different modus operandi. He is not after money from foreigners, not directly anyway. As long as he is at one stage or another of a case – real or imagined – he gets handouts from the government, and the more cases the better.

advertorial in The Manila TimesHis preferred number seems to be five, and 
should one of these charges result in a conviction, he gets the Holy Grail: donations from across Europe, where he conducts an annual roadshow to
pitch his latest schemes to gullible supporters. 

This is his business model, and the web is awash with the stories of his victims, most notably Sherry Zimmer, an American woman and former neighbor of Cullen’s who simply got on his nerves and had five charges of kidnapping and illegal detention filed against her in 2014 after she was hauled from her farm by plain-clothes ‘officers’ at the age of 65 and driven in a pickup truck with a roll of cash on the dashboard to the local jail, where she spent 126 horrific days while the priest raked in massive cash awards from donors unaware that the entire story had been fabricated just for them. IT’S ALL ABOUT THE MONEY

It began like any other day. My girlfriend would be visiting in the afternoon for pizza and movies, joined by her clan who always looked forward to the break from their routine: mothers & fathers, aunts & uncles, brothers & sisters, cousins & neighbors – The Bayanihan Spirit was alive and well in my house.

One occasional visitor who lived down the street from the family was having a rough time of it: her mother had died in a government hospital of stomach cancer and her father abused her when he was not in jail. On this particular February day in 2018, as she was wandering around Fields Avenue, she was picked up and taken to Cullen’s home for girls, where she was threatened, coerced – and ultimately promised a thousand-dollar court award, which clinched the deal – into signing a pre-prepared statement written by former Preda gestapo Milet Flores Paguio that on one occasion while she was visiting with the family five years earlier I had molested her. 

Notwithstanding the fact that this offense was alleged to have occurred in late 2013, months before I had ever set foot in the country, Cullen filed three separate cases in two jurisdictions against my girlfriend for trafficking and me for child abuse (all for the same imaginary event), followed when these started to unravel by three more, with the ‘Date & Time of Commission’ changed to ‘sometime in the 17-month period between March 2015 and August 2016’.

It was a classic Cullen con, and so far one operative – a corrupt low-level prosecutor named Mark Oliver Sison, who has been hustling foreigners for years and whose five sham cases against a Japanese tourist were thrown out in 2017 – has been disqualified from ours for ‘personal and financial bias’ and will be lucky to get a job at Jollibee by the time the priest has finished embarrassing him. 

Meanwhile, our first attorney at least had the wherewithal to consolidate Cullen’s frag grenade of cases into one before disappearing and becoming City Administrator, inspiring lawyer number two to bill me six times the normal rate for each hearing based on the number of cases there used to be.

Needless to say, this was all making it very difficult to keep up with the priest, who was zipping around the slums with a pocketful of pesos looking for anybody willing to testify against Bonnie and Clyde.

The whole thing is regarded as a ‘scam case’ by the Philippine Justice Department for obvious reasons, but the ‘priest’ has local officials in his pocket, and Facebook as well as paid ‘reporters’ and internet trolls to malign me. The aforementioned inmate escaped captivity at Preda and was laying low when she submitted an Affidavit of Desistance to the court stating that she was forced into making these allegations against us, and sat for a lengthy video interview in which she, along with four other escapees, described their horror as captives.

Shortly after that video went viral on YouTube, however, the enraged priest and his rent-a-cops tracked her down, dragged her back to the indoctrination ward at Preda, surrounded the family home, and filed charges against them all for the crime of trying to free their daughter from his money-machine.

brains and those same
keystone cops gave
me 48 hours’ notice
back in July 2018 
that they were coming 
to take me away
 to one of Cullen’s
black sites,
allowing ample time
to pack a beach-bag
and exfiltrate to
Malapascua.


Getting the big donor payout requires publicity:

an interview 20 years ago with the Philippine Daily Inquirer,
adding that ‘they are also isolated from their families
and very vulnerable’.

Given that the legal system in the Philippines has developed without any reference to
international norms, combined with the dark connections Cullen has made over many decades in the game and the low salaries that have allowed him to buy the necessary officials, I don’t know where all this will end, but am confident that lawyer number three will bring it home.

The Missionary from Hell is like a dog with a bone and needs the donations to keep rolling in from all the people he has conned – he received $400,000 from USAID Philippines alone following the setup that led to the 17-year sentence of 66-year-old retired Australian businessman Victor Fitzgerald and prompted the Bishop of the Diocese of Zambales and 27 other priests to sign a statement to the effect that “Cullen might have exceeded bounds” when he offered the alleged victims and their families $1,000 to sign statements implicating the accused and threatened them with incarceration if they didn’t.

Meanwhile, the elaborate ruse framing Hans Rudolf von Ballmoos that marked the priest’s foray into tabloid television probably brought in record donations despite the fact that the scam resulted in public apologies from German TV network Pro7 as well as the Philippine Justice Department and was dismissed for lack of merit when the alleged victim revealed that Cullen had given her $300 to state on camera that she was 15 when in fact she was 19 years old.

For the Victor Fitzgerald scam, Cullen selected as his defendant a young girl named Gloria who lived with her mother, an illiterate laundry-woman, in a one-room bamboo shack set on stilts on a hillside near the Preda Foundation. According to a February 28, 2000 story by Ansbert Joaquin in the Philippine Daily Inquirer, “Gloria was kept hidden from her mother throughout the case and accompanied by a bodyguard when she was finally allowed to attend school, was coached by the priest and Preda staffers on what to say at court hearings, and forced to take ‘white colored tablets’ before every court appearance to relax her. She added that Cullen would instruct her to fix her eyes on him during hearings and say what he told her to say, and that the priest rewarded her with ice cream and clothes if she cooperated.” Just like the pawn in our story, however, Gloria escaped from Preda with two fellow inmates and ran to the Office of the Mayor of Olongapo three months after the case was filed where she recanted her statements, only to be returned when the priest had warrants issued for the twelve-year-old child’s arrest. When recaptured by Cullen’s goons, she was threatened with never being released from Preda, or her leg irons, if she failed to comply with the con and, when she was no longer needed, disposed of in a government-run shelter in which 64 residents were crammed into two bedrooms.


Cullen's recent claim that ‘in 2018 Preda legal officers working with the prosecutors won 18 convictions, and in 2019 we won 20 convictions,’ is yet another ploy to get donations and the priest had absolutely nothing to do with any of those convictions.

He doesn’t do real cases.

“GET ME THE TROLL!”

On September 12, several courtroom participants openly wept while viewing previously unreleased videos of the five Preda Foundation escapees in which they attested to being forced by ‘Ma’am Milet and the priest’ into signing numerous boilerplate affidavits in an attempt to frame foreigners and scam gullible donor organizations – in addition to more horrific abuses, from the men lurking in the hallways to the CCTV in the showers and the drugs that were being tested on them. A specialist in coercive interrogation techniques, Milet Flores Paguio has since resigned from Preda.

Afterwards, as Regional Trial Court Judge Maria Angelica Paras-Quiambao vowed to bring the fake cases filed against us to a swift conclusion, another career criminal was brought into play, one who is very well suited to Phase II of Cullen’s strategy: character assassination through melodramatic Facebook posts in an attempt to demoralize his targets until they are incapable of resistance while impressing the dupes that comprise his base.

Wannabee bad-boy Daniel Macylmore – aka General Mackevili to his clueless fans and variously as Danny Mackaploo, Mack Evili and Danny Mack on Facebook – was truly manna from heaven for the priest: an American holed up in various non-extradition countries who operates a sham forum privately registered in London called Cambodia Expats Online, Macylmore has the SEO skills to achieve a far wider audience for Cullen’s ‘Wanted’ posts, but apparently falls short when it comes to removing the six pages of flaming mad links that appear in his own search results.

A narcissist like his partner in crime, Macylmore is also in it as much for the attention as the money, and generally sends his marks an email to the effect that they can pay up or watch his character assassination campaign go viral. To date, I have not received one of these Dear John letters and assume that he is being well compensated by Cullen & Co.

lashing out together at a world that once bullied them – Macylmore
for being a dork, Cullen for simply being a lad in Dublin.

When he is not blackmailing people or trolling for sordid news items to repost in an attempt to appear legit, this slippery character offered ‘private tutoring to Indonesian schoolboys’ until he got caught and ‘operated a charity scam to get close to children’, according to the FBI, which could explain the Cullen connection. He is currently wanted by US and Canadian law enforcement for ID theft, sale of counterfeit American and British passports on the ‘VIP Section’ of his Cambodia Expats Online forum, extortion / sextortion / blackmail, child exploitation and stalking. Meanwhile, several of his American victims have offered cash rewards for information on his whereabouts and his so-called forum is under police investigation in Phnom Penh.

At the moment, I’m sandwiched between a pair of genuine deplorables here: the serial scammer who initiates the cons and his lapdog for PR – the only thing that’s missing is the Russian dressing. ‘Father’ Shay Cullen has already thrown all he has at me: rich as he is, he can’t buy all the police and prosecutors in the Philippines and his reach is limited to a seedy little section of Luzon known as Region 3. As for our ‘English teacher’, he seems to have shot his load for the moment and returned to mentoring little boys in whatever country will still let him in, a shortlist that excludes most of North America and Southeast Asia but apparently includes the Arabian Peninsula.

By this time, I know a lot more about the rogue priest and his pack of parasites than they know about me, and rather than feeling ‘vulnerable’ am just pissed off. Cullen’s predilection for retirees has spawned a legion of angry former victims who outplayed him once and now have all the time in the world to reciprocate – one dirty little secret at a time – assisted by law enforcement, the media, the church, and whistleblowers inside his own sham foundation.

DISPATCH FROM THE BELLY OF THE BEAST

The priest’s salvo of more than twenty hearings was scheduled to wrap-up in February, but Preda Foundation’s paid prosecutor Joy Navarro once again resorted to delaying tactics to keep the money-train running and prevent defense witnesses from testifying.

No stranger to courtroom drama, Assistant Prosecutor Navarro’s repeated “my kid is sick” ploy had by this time become so shamelessly over-the-top that the court was forced to declare that henceforth “no motions for postponement that are dilatory in character shall be entertained” and observers to wonder whether using your kid to avoid performing your sworn duty constitutes child endangerment. 

On the bright side, we are fortunate to have the highly esteemed ‘Judge Angie’ on the bench because, while my case has been archived and is sitting in a cardboard box in a Depository of Unsuccessful Scams somewhere,the aforementioned girlfriend has been in jail since July 2019, missing nearly a year of her daughter’s childhood so that ‘Father’ Shay Cullen can line his pockets with government handouts.

Then too there is the possibility that the priest will die of old age before this long-drawn-out con pays off. In the meantime, however, as we await the judgment of the already overburdened Philippine courts, which have been closed since March 23I will join the chorus of countless Cullen casualties in shouting “Me Too!”.

UNMASKING ROBIN

Now that I’m pretty much retired, I can devote my golden years to examining the multiple personalities of boy wonder Danny Mackaploo – better known to law enforcement as Daniel Macylmore, to his clueless Cambodia Expats Online fans as General Mackevili, and to his BFF Shay Cullen at the Preda Foundation as  ‘Robin’ and ‘the Troll’.

Organized for the haters among his base, the anti-Steinmeier smear campaign orchestrated by Macylmore-Mackevili-Mackaploo included allegations of buying child sex slaves and porn from Cambodia, and providing satanic fairs with baby victims procured from child traders in Poland – so I’m feeling kind of snubbed after being labeled a mere ‘Escaped Sex Trafficker’, even if it is fashionable at the moment.
